The outdoor pool is not for lap swimming. There is a sign that lists the prohibited swim strokes: no butterfly, no backstroke, no freestyle. The pool is curved and has an infinity edge. It has water jets in some places for massages, and a swim-up bar. There is an extra fee to swim in the outdoor pool, but when I was there the attendant let me swim/float around in the outdoor pool without charge.
You change first in the onsen part of the facility and wear the provided spa outfit and walk to the pool changing room. You can rent a swimsuit and cap (and goggles maybe). There is a suit-spinner in the changing room.
Go for the Japanese bath experience and swim a little as a "side quest."
